Khalid presents proposed amendment to sultan

SHAH ALAM: Selangor Menteri Besar Tan Sri Abdul Khalid Ibrahim said he had presented the proposed amendment to the State Constitution 1959 to the Selangor Sultan yesterday.

“The proposed amendment is to Article 52, Second Part of the Selangor State Constitution by replacing Clause (1),” he said at a press conference after chairing a state executive council meeting, here yesterday.

Clause (1) in Article 52 will be substituted with the following clause: “His Royal Highness shall on the recommendation of the appropriate Service Commission by instrument under His Sign Manual and State Seal appoint a person holding whole time office in public service to be the State Secretary, State Legal Adviser and State Financial Officer respectively.

“Provided that before acting on the recommendation of the Service Commission, His Royal Highness shall consider the advice of the Menteri Besar and may once refer the recommendation to the Commission in order that it may be reconsidered.”

Abdul Khalid said the amendment was for the state to return to the procedure of appointing the three state officials as provided in the Selangor State Constitution before it was amended in 1993.

The proposed amendment will be tabled this coming Monday as the Laws of Constitution of Selangor (Second Part Amendment) Enactment 2011.

Abdul Khalid said the proposed amendment would be publicised from yesterday so that the public could discuss and analyse it in a professional and healthy manner before it would be tabled at the state assembly sitting.

He also thanked Sultan Sharafuddin Idris Shah for giving his Highness’ consent to the holding of the assembly sitting for the purpose of tabling the proposed amendment. — Bernama
