RM2.8 billion projects in progress – Musa

KOTA KINABALU: Implementation of approved development projects for this year is progressing well, said Chief Minister Datuk Seri Musa Aman.

He said RM2.785 billion or 44.97 per cent of the allocations provided had been utilized as of Friday.

He said the performance of Private Funded Investment (PFI) projects was even better as RM962.09 million or 101.77 per cent of the allocations available had been disbursed.

“However, there were still some issues interfering with the implementation of a few projects, such as those related to land acquisition and utility structures but these are being solved urgently,” he said after chairing the State Action Committee Meeting at Wisma Innoprise, yesterday.

Musa said he had reminded all ministries and departments to ensure all projects entrusted to them were completed on time and that the government took delays on any of its development projects very seriously.

He added that the State Development Office (SDO) had also been directed to monitor the implementation and progress of the ongoing projects to ensure all problems arising could be anticipated and dealt with immediately.

“All parties have been reminded that the final benchmark in any project implementation is the level of satisfaction of the people towards the government, be it on services provided, the effort to increase wealth or effectiveness in solving problems.

“This can only be identified through the national development projects coordinating machinery that focused on outcome-based approach. Our ability to utilize resources optimally is vital to ensure the country has the competitive edge.

“The outcome could also be used as a guideline in planning and development of government programme or project in the future, based on the experience in implementing past projects and the feedback from consumers or beneficiaries,” he said.

As such, he added, each agency must always be reminded to incorporate outcome-based approach in every project to identify the effectiveness of the initiatives that have been implemented.

With only two months left for completing all the tasks scheduled for this year, he stressed that all projects still in the process of implementation must be completed speedily, efficiently and with integrity.

What is important, he added, is that rural development projects should be given due priority so that they can be delivered to the people on time.

In the meeting the Chief Minister also reminded the committee on the importance of the 2012 Budget tabled by the Prime Minister Datuk Seri Tun Razak on Oct 7, which underlines new policies for dealing with increasing cost of living while at the same time maintaining a responsible approach.

All parties, he said, especially the public administration officers and personnel are urged to work closer together to achieve all the objectives identified under the Budget.

“The ministries and departments involved should view it as a challenge they must face and implement, so that the aspiration to develop the State can be realized,” he said.
