Commission calling for suggestions to improve civil service

KUALA LUMPUR: The Special Commission to Study the Civil Service Transformation will submit recommendations on ways to improve the public service by gathering public views and suggestions from June to December.
“It is up to the government whether it wants to accept the recommendations or not,” said its chairman, Tun Zaki Tun Azmi.
He said the public were invited to give suggestions and ideas to improve the public service through the commission’s website http://docs.jpa.gov.my/skmtpa or by e-mail to its secretariat skmtpa@jpa.gov.my or to zaki.skmtpa@jpa.gov.my.
Zaki, who was former chief justice, assured the public that would attend to all complaints and criticisms.
He said the commission also planned to hold a nationwide roadshow to enable the public to give their suggestions and ideas.
Zaki recommended the civil service to adopt the motto ‘Fast and Precise’ to capture the essence of a revamped public service that live up to public expectations.
He said public comments and views gathered would be studied in an effort to strengthen the public service effectiveness and efficiency, and human capital responsiveness to customer needs.
“If the public are not satisfied with how public sector services, departments or ministries are being managed, they can give their proposals to the commission.
“The commission needs criticism from every individuals on ways to improve public sector services.
“For example, a patient may have to wait between three and four hours to see a doctor at a government hospital, another two to three hours to get medicines, and ended up spending the whole day at the hospital,” he told Bernama in an interview yesterday.
Commission deputy chairman and former Public Service Department director-general Tan Sri Ismail Adam was present.
Zaki said he felt that the delay in the public service delivery system could be rectified by making the services more efficient.
Ironically, 99 per cent of 751 complaints received from civil servants until yesterday were on their dissatisfaction on the recent pay hike and lack of promotion opportunities.
“There is a lot of misunderstanding from civil servants on the role of the commission. Our main objective is to find ways to improve the quality the public service.
“If we can improve the efficiency of the public service, we may be able to reduce government expenditure and perhaps the government do not have to recruit more staff,” he said. — Bernama
