Among factors able to boost performance is an innovative, creative culture – CM

KUCHING: Chief Minister Pehin Sri Abdul Taib Mahmud wants state civil servants to ‘think outside the box’, in line with the government’s ‘People First, Performance Now’ agenda to realise the country’s Vision 2020 to be a developed and high income nation.

For the country to achieve that status, he said, civil servants must play their roles by being able to think critically and constructively to come up with creative and innovative solutions when discharging responsibilities that had been entrusted to them.

Taib said this in his speech read by his deputy Datuk Patinggi Tan Sri Alfred Jabu at the state-level Civil Service Innovative and Creative Group (KIK) Convention at Pullman Hotel here on Wednesday.

He stated in order to achieve the objective, the government had undertaken various transformation measures such as the Government Transformation Programme (GTP) to increase the efficiency of its delivery system.

“As proven by developed countries in the Global Innovation Ranking, the main factors which will be able to boost the performance in this competitive world nowadays are the innovative and creative culture. Therefore, this culture must be instilled and appreciated by the civil servants in Sarawak,” he stated.

On the challenges faced by the public sector, Taib highlighted among them the ability of civil servants to give instant response to the will and requirements of the people who constantly expected civil servants to provide fast, effective and good services.

At the same time, he hoped that civil servants would also encourage the growth of entrepreneurship by providing friendly service to those wishing to start businesses

Taib also said it was important that the state civil service attract the younger generation who are IT savvy to give positive impact to its delivery system.

“The government has prepared the foundation for the younger generation through the setting up of universities in the state,” he added.

On the state civil service, Taib stated that under the leadership of State Secretary Tan Sri Datuk Amar Morshidi Abdul Ghani, it was on the right track following the various civil service transformation programmes that were currently implemented.

“Besides that, the success in winning the Chief Secretary to the Government Trophy in the management and technical categories during the national level KIK Convention clearly proves that the transformation programmes being implemented in the state civil service are showing good results.

“These achievements have placed the state civil service in a high standard and we have to maintain the momentum to ensure that the innovation and creativity culture continue to be upheld in the state civil service,” he said.

Morshidi and Infrastructure Development and Communications Minister Dato Sri Michael Manyin were among those present.
