SEREMBAN: Outstanding teachers, headmasters and administrators, who graduated either through part-time or distance learning, will be appointed directly to Grade DG41 without having to attend an interview, said Deputy Prime Minister Tan Sri Muhyiddin Yassin.

He said the teachers could apply to the Education Service Commission (SPP) to be exempted from the interview process.

Muhyiddin also announced that the first batch of 2,960 teaching graduates from the Institute of Teacher Education (IPG) and public institutions of higher learning (IPTA) before July 1 would be employed on an interim basis by the Education Ministry starting Oct 16 and would be interviewed by the SPP from today until Dec 6.

He said on the other hand, those who graduated after June must submit their application to the SPP starting Nov 1.

“IPG graduates can apply online through the SPP portal while IPTA graduates via JobsMalaysia,” he said when opening the Education Service Conference 2012 organised by the SPP here today.

Muhyiddin announced last month that 10,715 IPG and IPTA teaching graduates would be given placements provided they meet the conditions stipulated under the Graduate Education Service Officer Scheme and get through the interview conducted by the SPP.

He said the government was working on a better career package for teachers through several phases to improve teaching quality comprising raising admission standards, and enhancing opportunities for professional development based on individual needs.

“This will enable the teaching career advancement to be based on performance and competence, professionalism, and a culture of excellence based examples set by colleagues,” he said.

To strengthen the teacher career path, Muhyiddin, who is also the Education minister, called on the SPP to take pragmatic measures to retain best talents by allowing teachers to teach on option to enhance motivation and performance, and promotion opportunities.

He said to ensure that the teaching profession was made up of top talents; a separation policy should be implemented effectively in line with the transformation of teaching as a profession of choice.

On the conference, Muhyiddin said he hoped the outcome of the conference would be considered as an input to the National Education Development Blueprint 2012-2025 which was being fine-tuned.

“I would also propose that the outcome of this conference will be turned into an integrated action through the implementation of a specific laboratory made up of members from the Education Ministry, SPP, Public Service Department, Pemandu (Performance Management and Delivery Unit), MoF (Finance Ministry) and others deemed appropriate.

“I hope that this conference will be the best conduit to identify creative and innovative ideas in line with the national transformation to improve the quality of national education.

“Continuous modification or improvement in the education service, particularly in terms of improving skills and training, are important for it is the key to the efficiency of the education service,” he said.
