Cuepacs proposes more comprehensive remuneration system

KUALA LUMPUR: The Congress of Unions of Employees in the Public and Civil Services (CUEPACS) yesterday proposed for a more comprehensive Transformative Remuneration System (SST) to improve the performance of civil servants.

President Datuk Omar Osman said Cuepacs hoped the preparation of the SST, which covered only 81 service schemes so far, would cover all 289 service schemes upon completion.

“We previously proposed to improve the remuneration system through the Public Service New Remuneration Scheme (SBPA), but it never went through so we went back to an improved Malaysian Remuneration System (SSM). What we need now is a system to replace the SSM so that civil servants can serve better.

“The newly announced SST is the first step towards this, however, it does not cover all public service schemes. We hope the implementation of a new comprehensive scheme can be finalised this year,” he said.

He said this when asked to comment on the BN manifesto which, among others, touched on the government’s plan to introduce the Transformative Salary Scheme (SGT) under the SST.

Under the SGT, allowances will be revised and there will be a three per cent salary movement if no salary review is done.

Currently the BN government has introduced and streamlined a salary scheme for civil servants, including an overall salary increment and several new initiatives worth RM2 billion.

Besides that, the government also provides three additional salary increments after the maximum salary on the salary schedule effective Jan 1, 2013.

Omar said a revision of each grade, post and salary scale in the civil service was important and required in-depth study to form a solid remuneration system which can ensure the welfare of civil servants.

Commenting on brighter prospects for promotion and the development of talent among civil servants in the manifesto, Omar said this will open more doors for them for promotion.

“We also hope there is a mechanism to encourage more civil servants to increase their academic level for more promotion opportunities. We hope it will make a big transformation for the welfare of civil servants,” he added. — Bernama
