City Hall first to launch e-Enforcement System

KOTA KINABALU: In efforts to improve its management to be more systematic and efficient while beefing up its delivery system and services, Kota Kinabalu City Hall has introduced a system to ensure the public will abide by its rules and regulations.

“Dubbed the e-Enforcement System, it is part of City Hall’s efforts to improve itself so that it would be able to overcome problems, to ensure that the people abide to our By-Laws and improve our revenue collection,” Mayor Datuk Abidin Madingkir said, when launching the new system here yesterday.

He said the system would help in management processes, right from managing computerised compounds to issuance of court notices.

“It would be utilising mobile devices equipped with mobile printers that would enable enforcement officers to issue compounds for various offences on the spot. It would help reduce idle working time so that our officers they can perform their tasks more efficiently, be able to cut costs and protect the environment by reducing the use of paper,” he explained.

Madingkir said these tasks were, in the past, carried out manually and had posed quite a lot of problem such as getting accurate and fast details.

“The system has been introduced in 44 local authorities nationwide, and Kota Kinabalu City Hall is the first to implement it in Sabah.

He said the system would be a great help in combating problems such as illegal parking, cleanliness of eateries, construction sites, illegal structures, litterbugs and other City Hall by-laws.

“Among the benefits of using the system is that we can avoid overlapping of information and reduce mistakes in data entry,” he said.

On another development, Madingkir also reminded food outlets and shopping complexes operators to ensure that their toilets are clean to prevent closure.
