No bias in marking of papers under PBS system — Kamalanathan

KUALA LUMPUR: The Ministry of Education (MOE) has assured that there is no bias in marking of papers under the School-Based Assessment (PBS) System implemented early this month.

Deputy Minister P. Kamalanathan said the MOE would appoint an external examination committee to evaluate to ensure that the marking was correct and transparent.

“The committee will evaluate how the marking is done in school. There is no bias as they come from outside the schools,” he told Bernama yesterday.

The concept is the same as the Sijil Pelajaran Malaysia (SPM) examination which is recognised by Cambridge International in the United Kingdom.

“Cambridge has chosen several SPM answer papers to evaluate whether they meet the standards and transparent. They agreed the marking process met the right standards.” Kamalanathan urged all parties, especially the parents to give cooperation to the teachers so that the system could be implemented effectively.

“We have to believe that teachers will do their best and want only the best for their students. We do not use online system as everything is done offline.

“This will make it easier for teachers to record students information and easier for parents to access information about their children’s performance.

“There are detailed records and the teachers can show them to the parents.”

Kamalanathan said parents must have confidence in the PBS system as it augurs well for the country’s education system.

“We will ensure transparency. The PBS system is practised in several developed countries and the results are very encouraging. PBS seeks to uphold the national education system.”

He said the MOE is open and willing to accept views to improve the PBS system if there are weaknesses.
