19 notices for offences at worksites

KOTA KINABALU: Various enforcement agencies issued a total of 19 notices for various offences during an integrated operation led by the Construction Industry Development Board (CIDB) on Tuesday.

The one-day operation carried out at two construction sites in the state capital was participated by Kota Kinabalu City Hall (KKCH), Public Works Department (PWD), Department of Health (DoH), Occupational Safety and Health Department (OSHD) and Department of Environment (DoE).

CIDB manager Rosmen Ag Hassan yesterday said the Malay Contractors Association Malaysia (PKMM) also joined the operation as an independent observer.

“CIDB issued four notices for offences that fell under its jurisdiction. PWD issued seven, followed by OSHD with six, and KKCH with one notice.

“On our side, we issued the N1/97 Series and Green Card Notices for offences related to information on the contractor carrying out the job and the workers at the site.

“KKCH issued notices and compounds for offences under the Building By-Law 1951, while OSHD dealt with offences related to management of safety and health risks.

“DoE said they found eight offences under the Environmental Quality Act 1974 while PWD recorded various offences under the Sabah Labour Ordinance (Chapter 67) and Workmen’s Compensation Act 1952, for which notices and compounds will be issued later,” he added.

Rosmen said in a press conference at his office yesterday the objective of the joint operation was to increase awareness among the public and construction community on the related laws and regulations governing the industry.

It was also aimed at enhancing the enforcement effectiveness of the related agencies apart from promoting closer ties among the different departments involved.

This collaboration is hoped to help create a more effective monitoring system of construction projects carried out in the state, to ensure everyone abide by the laws for a safer and efficient industry.
