RISM Sarawak to hold seminar on adjudication

KUCHING: The Royal Institution of Surveyors Malaysia (RISM) Sarawak branch will be holding a one-day seminar on ‘Adjudication and Cipaa 2012: Application to Construction Contracts’ on Aug 7.

The seminar, to be held at the Riverside Majestic Hotel, is part of RISM Sarawak branch’s initiative to promote professional development and their Continuing Professional Development (CPD) programmes.

The seminar is for those elated to the construction industry such as quantity surveyors/cost consultants, architects, engineers, finance personnel, risks managers, contact managers, legal personnel and project managers.

Cippa, on the other hand, is the acronym for Construction Industry Payment and Adjudication Act that was passed on June 18, 2012 and has been operative since April 14 this year.

RISM is the umbrella body for the surveying professions in the nation.

The body consists of geometric and land surveyors (GLS), quantity surveyors (QS), property managers, valuation and estate agency surveyors (PMVS) and building surveyors (BS).

According to a statement released, the surveying profession was introduced into Malaya in 1855 with the setting up of the Survey Department.

In March 1961, the Institution of Surveyors under the Federation of Malaya was formed and in 1966, the name was subsequently changed to the Institution of Surveyors Malaysia.

The Sarawak branch or RISM was established on Oct 4 in 1974 and the name was subsequently changed to the Royal Institution of Surveyors Malaysia in 2011 following the granting of the royal status by the Sultan of Selangor who is also the patron.

The objective of the RISM Sarawak branch is to promote the surveying profession, to create wider public awareness of the surveying services available, to attract more students to take up surveying courses and to encourage qualified graduates to join as members of RISM.

Two expert speakers in the field of adjudication are specially selected for this seminar.

They are Harbans Singh and Samrith Kaur.

Harbans is a professional engineer, chartered engineer, arbitrator, mediator, adjudicator, advocate and solicitor (non-practising).

He has prior experiences in the public works department, international German engineering consultancy practice, local consultancy practices and is a regular contributor to various journals such as ‘The Ingenieur’, the Malayan Law Journal and the Law Review.

He is also the recipient of a number of awards including the ‘Engineers Malaysia’s Tan Sri Haji Yusoff Prize (2001)’, the ‘Cedric Barclay Award’ and the ‘Chartered Institute of Arbitrator’s Award for the Diploma in International Commercial Arbitration Examination (2003)’.

He is also the author a series of four books.

Meanwhile, Samrith is an advocate and solicitor of the High Court of Malaysia.

She holds a LLB Law Degree (Hons) from Coventry University and a Master degree in law from the University of Malaya where her area of interest is in Alternative Dispute Resolution, Arbitration Law, Construction Law, Employment Law and Information, Communication and Technology Law.

She is a fellow of the Chartered Institute of Arbitrators, United Kingdom and with the Malaysian Institute of Arbitrators and was a vice-chairwoman of the Chartered Institute of Arbitrators Kuala Lumpur Branch 2012-2014.

She is a certified mediator and is on the panel of the Bar Council Malaysian Mediation Centre (MMC) and an arbitrator and domain name dispute resolution panellist with Kuala Lumpur Regional Centre for Arbitration (KLRCA).

She delivers talks to several professional bodies and lectures and is actively involved in the training of arbitrators and adjudicators.

The seminar fee is RM250 for RISM members and RM350 for non-members.

All related professionals are encouraged to attend and to collect their CPD points.

CPD points have been approved by the Board of QS (three points), BEM (three points) and CIDB (10 points).
