Ali: Proactive action ensures effective public service delivery

PUTRAJAYA: Proactive action is vital to ensuring effective and efficient public service delivery, Chief Secretary to the Government Tan Sri Dr Ali Hamsa said yesterday.

He said the attractiveness of urban factors, including job opportunities, a more comfortable and modern livelihood and basic amenities had brought changes to the demographics of the country and impacted the quality of public service delivery.

Ali said one of the country’s innovative actions to tackle the needs of the growing urban community was the Urban Transformation Centre (UTC), which was initiated to provide key government and private sector services under one roof.

“Currently, there are seven UTCs operating seven days a week, except during public holidays, beyond normal office hours,” he said yesterday in his welcoming speech at the 2014 biennial conference of the Commonwealth Association for Public Administration and Management (Capam) in the administrative capital city of Malaysia.

Ali, who is the newly-elected president of Capam for the 2014-2016 term, said he realised that the combined pressures of population and economic growth as well as climate change had put an overwhelming stress on essential resources.

“Therefore, there is a greater need for the public sector to explore resource sharing and strengthen working relationships with the private sector,” said Ali.

In Malaysia, the Public-Private Partnership was one of the strategies promoted under the New Economic Model, which had successfully implemented several projects, including 27 toll highways. — Bernama
