Synopsis of the gangster thriller: Cindy is captured and forced into prostitution in Kepong by

Gang 27 to repay her father’s debt. Billy returns to save Cindy and kill the owner of the brothel and duly regains the trust of interim new boss of Gang 390, Pago. Billy aims to take over but Pago thinks him too arrogant, only letting him lead the Five Tigers. To Billy’s chagrin, Pago favours Chong (Henley Hii) to be found for the leadership. The plot thickens as Taiji, son of late Gang 27 boss Black Dragon, returns from Australia to take over from his father. The astute Taiji runs Gang 27 ruthlessly on the nightclub circuit of Kepong, turning into a city of drugs. Chong conceals his identity as mechanic ‘Shin’. Due to Chong’s gangster days (where his girlfriend was raped), he stays very low profiled. Soon, with rumours swirling on Chong becoming boss, Gang 27 worries that his return will revive Gang 390. Taiji spins a conspiracy, while kidnapping Cindy to threaten Billy, to force Chong to resurface and fight Bill to the finish.
