Second reading of CPC (Amendment) Bill 2015 postponed

KUALA LUMPUR: The second reading of the Criminal Procedure Code (Amendment) 2015 Bill has been postponed to the next sitting of the Dewan Rakyat.

The motion to defer the second reading was made by Deputy Home Minister  Datuk Dr Wan Junaidi Tuanku Jaafar under Standing Order 62 of the Dewan Rakyat which allows a minister to withdraw or defer a bill that comes under his responsibility.

Earlier, during debate on the bill, several MPs called for it be deferred until it was reviewed further.

Datuk Bung Moktar Radin (BN-Kinabatangan) said it needed to be fine tuned further in the interest of the people.

“The Pota (Prevention of Terrorism Act) I supported because it aims to prevent terrorist acts from happening.

“But this bill to me if passed will lead to people’s rights being violated … the police cannot be judge, jury and executioner. That is why I disagree with this bill,” he said.

He suggested that backbenchers and opposition MPs sit together to discuss ways to improve the bill.

This went down well with several MPs including M Kulasegaran (DAP-Ipoh Barat) who stated that this was the way to go to get the best outcomes.

Datuk Ahmad Fauzi Zahari (BN-Setiawangsa) concurred, saying the time had come where backbenchers and opposition MPs attempted to reach a common understanding.

He said this way it would also save time in debating bills.

Among others, if the bill comes into law, it will empower the police to seize ill-gotten movable and immovable assets of triad members.

It will also make it mandatory for the accused to prove otherwise in a court of law shoud the accused seek redress.

Besides, this the Executive also deferred the second reading of the Evidence (Amendment) Bill 2015 to the next sitting (of the Dewan Rakyat).

The motion on this was moved by Minister in the Prime Minister’s Department Nancy Shukri. — Bernama
