KUALA LUMPUR: All top leaders of government’s departments and agencies must submit their applications for official overseas visit to the Chief Secretary to the Government (KSN) no later than two weeks before the departure date.

KSN Tan Sri Dr Ali Hamsa said regulation, which took effect on Feb 1, was aimed at tightening the rules for overseas visit based on the interests of the country and public service and in compliance with the ‘value for money’ principle.

“As such, approval for their applications must be obtained from the KSN and is subject to the Treasury Circular No 9-2008 and Treasury Circular No 3/1-2013, he told reporters here yesterday.

Ali said the regulation, which was stated in the General Circular No 1-2015, was also aimed at standardising the approval for official overseas visit applications made by civil servants.

“If any of these leaders had to make last-minute application for official overseas visit, they still have to undergo the same procedures and we will give our approval based on solid reasons and evidence,” he said.

Ali said these leaders, among whom are ministry secretary-general, head of department, head of service and chief executive of statutory body, must also attach the details and reasons for the visit, trip expenditure estimation and number of delegate members with their applications for official overseas visit.
