99 bumiputera KPIs for all ministries this year — Najib

PUTRAJAYA: The Bumiputera Economic Council has put forward 99 Key Performance Indicators (KPIs) for bumiputeras this year for all 23 ministries and Prime Minister’s Department, said Prime Minister Datuk Seri Najib Tun Razak.

He said the number of KPIs this year was lower than last year, which was 129, because the government wanted to see all the ministries implement KPIs which were of high impact, outcome-based and had higher targets than 2014.

Najib, who is also Finance Minister, said among others, the KPIs this year sought to ensure an increase of working graduates during convocation and ensuring a large percentage of students in MARA educational institutions obtained jobs within six months after completing their studies.

“Other KPIs call for more scholarships for studies abroad under special engineering programmes in Japan, South Korea, France and Germany to be given to bumiputeras,” he said.

He said this when announcing the positive achievements on the 2104 Bumiputera KPIs by the ministries and the launching of the Industry Advisory Council to boost the capacity and capability of entrepreneurs, here yesterday.

Earlier, Najib had chaired a two-hour meeting of the Bumiputra Economic Council.

The Prime Minister said the other KPIs included on ensuring technology transfer to bumiputeras with contract value of at least RM200 million and a generation of market value of RM2 billion.

In addition, he said, all ministries and the Prime Minister’s Department JPM must ensure a large percentage of house ownership under the Housing Aid Programme was received by bumiputeras and sale of a large number of houses under the People’s Housing Project to the group.

Najib said other KPI stipulated ensuring that almost 40 per cent of the area of business premises at the Kuala Lumpur International Airport 2 (klia2) were rented by bumiputeras.

“More than 50 per cent (cumulative) of the overall cost of the Mass Rapid Transit Project is offered to bumiputeras and 150 new bumiputera franchises be created with a procurement value of at least RM48 juta,” Najib added.

The Prime Minister said the bumiputera KPIs were important to ensure the bumiputera economic agenda was implemented by all ministries and government agencies to ensure national development was inclusive in nature.

Najib said, MEB in its meeting yesterday, also announced that 18 ministries achieved 100 per cent success for all 129 bumiputeras KPIs stipulated last year, four obtained 80 per cent while one failed to meet the target.

He said among the main achievements for bumiputeras last year was through the provision of a special fund for entrepreneurship and business development and a training programme for knowledge workers (K-workers).

“The main achievement can also be seen via the effort to upgrade retail outlets via the Small Retailer Transformation Programme (TUKAR) and the implementation of the ‘carve out’ policy (the giving of contracts to bumiputera companies) for the Mass Rapid Transit project,” Najib said.

The Prime Minister said the development of bumiputera entrepreneurs could not be achieved only with financial capital, on the other hand entrepreneurs must also have their own capital, knowledge capital, skill capital and social capital.

He said the National Entrepreneurship Institute (INSKEN), as an entrepreneurship excellence centre, had set up the Industry Advisory Council so that successful entrepreneurs could share industry and business knowhow with other entrepreneurs.

Najib announced that the members of the Industry Advisory Centre were made up of High Performance Bumiputera Companies (Teras) entrepreneurs who were successful in their respective sectors.

“As industry coaches, they will help to firm up the direction and framework of INSKEN entrepreneurship,” he said.

The Prime Minister said INSKEN would also develop ties with the Malaysian Global Innovation and Creativity Centre (MaGIC); Universiti Tun Abdul Razak and Malaysian Technology Park to boost the capacity and capability of bumiputeras in entrepreneurship.

“With this, assuredly bumiputera entrepreneurs can achieve sustainable competitiveness and subsequently be evaluated based on merit in the open market,” said the Prime Minister. — Bernama
