PUTRAJAYA: The ‘Kejara’ demerit points system for traffic offenders that was suspended for a comprehensive review is expected to be implemented soon after the study is completed by year-end.

Transport Minister Datuk Seri Liow Tiong Lai said the new aspects being studied for Kejara included the non-redemption of demerit points after the settlement of summonses.

He said the new Kejara system should be continued with relevant improvements under the current situation.

“Earlier, the settlement of a traffic offence summons will lead to a deduction of demerit points … but this will not give an effect to the delinquent motorist.

“I feel that in serious traffic offences, the driver should be given demerit points … regardless of whether he or she settles the summons or not,” he said.

He spoke to reporters after launching the Road Transport Department Merdeka Expedition with the 1RTD Youth Squad in conjunction with the 2015 National Day at the ministry here yesterday.

The Kejara system, introduced in 1984, was suspended by RTD for a comprehensive study.

According to the system, the driving licence can be suspended after the owner commits traffic offences and has collected 15 demerit points.

After three suspensions, the offender will have his or her driving licence revoked if he or she collects 15 demerit points for the fourth time.

On the Merdeka Expedition, Liow said the programme involved 15,000 volunteers of the 1RTD Youth Squad nationwide bearing the national flag in a convoy, and they would return to Putrajaya on Aug 31 for the closing ceremony.
