‘Eksa to lead the way in innovation for public sector’ — Entulu

SIBU: The introduction of the Public Sector Conducive Ecosystem (Eksa) is to strengthen the organisational culture of high performance and innovation among public sector agencies.

Minister in the Prime Minister’s Department Datuk Joseph Entulu Belaun said the present public sector environment is fast moving, demanding the creation of a dynamic organisational culture based on creativity and innovation to remain relevant.

Malaysian Administrative Modernisation and Management Planning Unit (Mampu) has taken the initiative to introduce Eksa to enhance the existing public sector 5S practice with an emphasis on creating a conducive working environment.

“The implementation of Eksa covers all agencies in the public sector including local councils in Sabah and Sarawak.

“Civil servants are encouraged to be imaginative to create a conducive environment and add value to their service delivery,” Entulu told The Borneo Post in a recent interview.

“In this context, Eksa will help to achieve this objective, using the limited and existing resources available.”

The Selangau MP was asked if the key objective of Eksa was primarily geared towards promotion of creativity and innovation culture in government agencies.

Entulu, as Minister in the Prime Minister’s Department, oversees PSC besides the other two portfolios, namely Mampu and the Education Service Commission (ESC).

“Eksa inculcates a culture of creativity and innovation in line with stakeholder expectations.

“A simple example of an innovative way of serving customers fast is by having a systematic filing system to reduce customer waiting time,” he said in response to whether such a culture would eliminate repetitive processes and save costs while Entulu further explained that government agencies would be given a rating under this system.

Elaborating, he said based on the fulfilling of requirements of the criteria, the agencies would be rated as ‘Excellent’ or ‘Good’ according to the marks obtained.

“Scoring between 90 and 100 per cent is rated as excellent while 80.0 to 89.90 per cent is good,” he explained.

He also affirmed that Eksa was environmentally savvy.

The ‘Go Green’ initiative was one of the strategies set forth to move in that direction, he said.

“This is an initiative in which public sector agencies are urged to implement programmes such as 3R that is reduce, reuse and recycle with the objective of improving energy utilisation by government agencies,” he expounded.

Meanwhile, on Mampu, he said it acted as a consultant for administration modernisation and ICT Development for public sector.

Hence, Mampu played an important role in improving public sector service delivery, he said.
