KUCHING: The development of the Pengerang Integrated Complex (PIC) in Johor is about 77 per cent completed and is on track for start up by the first quarter of 2019.
Petronas president and group chief executive officer Tan Sri Wan Zulkiflee Wan Ariffin said this during Menteri Besar of Johor Datuk Mohamed Khaled Nordin’s visit yesterday to officiate two key associated facilities PIC.
The two facilities — the Pengerang Co-generation Plant (PCP) and the Regasification Terminal 2 (RGT2) — are key components of the PIC that will supply power and steam, as well as the primary gas requirement for the refinery and petrochemical plants.
In his welcoming address, Petronas chairman Tan Sri Sidek Hassan said the PIC is the largest downstream investment in Malaysia at US$27 billion.
“Under the Economic Transformation Programme (ETP) championed by Prime Minister Datuk Sri Mohd Najib Tun Razak, the oil, gas and energy sector is expected to contribute towards realising the aspiration of becoming a high income nation,” he said in a statement yesterday.
Developed on a single site of 6,242 acres, the PIC houses a 300,000bpd refinery and a petrochemical complex designed to produce premium differentiated and specialty chemicals. Apart from supplying feedstock to the petrochemical complex, the refinery will also produce petroleum products for the domestic market and meet Malaysia’s Euro-5 legislative requirements.
The PIC is supported by associated facilities including the PCP, RGT2, a raw water supply project, an air separation unit, the Pengerang Deepwater Terminal, as well as centralised and shared utilities and facilities.
The PCP has the capacity to generate 1,220MW of electricity to power the entire complex. Part of the power will be supplied to the national grid via a 51km transmission line connecting the PCP to a Tenaga Nasional Bhd’s sub-station in Tanjung Langsat.
The gas-fired power plant has four co-generation units, with the first unit achieving its commercial operations on 21 October 2017. Apart from electricity, the PCP will also supply up to 1,480 tonnes of steam per hour to the plants in PIC.
The RGT2 is an integrated facility that will receive, store and re-gas liquefied natural gas (LNG), with a total capacity of 3.5 million tonnes per annum (MTPA) of LNG.
The re-gasification facility is designed to provide primary gas supply to the refinery and petrochemical complex within the PIC and the PCP. It is also connected to the Peninsular Gas Utilisation pipeline to augment the supply of natural gas in the country.
