Performance of state civil service to be rated

KOTA KINABALU: All state government departments and agencies in Sabah will be rated based on their performances starting this year.

Chief Minister Datuk Seri Musa Aman said the rating system will be introduced for this purpose and with the implementation of the system, he urged all ministries to beef up efforts to improve their performances.

“The rating would allow us to be role models to the public and the civil service at the national level,” he said during the Chief Minister’s Department’s and Ministry of Finance’s gathering at Menara Tun Mustapha here yesterday.

He also stressed that public officers who were directly involved in the monitoring and implementation of government development projects must go to the ground more often to find out the problems and challenges faced at the grassroot level.

He said this would ensure that all government projects could be completed within the time frame set.

“I don’t want officers to wait until the last minute to monitor and inspect the projects entrusted to them because this will certainly affect the people and tarnish the image of the public service and the reputation of the government,” he said.

Musa who is also Finance Minister, also called on public officers to emphasise on efficient financial management as the state’s development performance is determined by how effective its financial management was.

He said Sabah’s encouraging financial performance over the last few years must be continued so that the state’s development momentum could be maintained.

He noted that Sabah has been recognized as among the states in the country with the best financial management practice.

Touching on a separate issue, Musa said Sabah symphatises with countries beset by natural disasters and the state should learn from their experience to brace itself in the event of a catastrophe.

He urged all agencies and officers concerned at all districts to continually enhance their disaster response system.

“We should always be ready because natural disasters are unpredictable and could strike without any warning,” he said, noting that Sabah has its own special committee to deal with natural disasters led by State Secretary Datuk Sukarti Wakiman.
