Civil servants told not to vote emotionally

KOTA KINABALU: Federal civil servants have been urged to vote rationally, not emotionally this Sunday (May 5).

“As a democratic country, it is your duty to practise your rights as a Malaysian citizen. Vote rationally, not emotionally,” said Sabah Federal Secretary Datuk Abu Bakar Hassan at the monthly gathering here yesterday.

He said there had been efforts by certain irresponsible people to create havoc to scare people from coming out on polling day.

“Your safety and security is protected. Your vote counts and you have the power to determine which best candidate should lead you and that one vote will also decide who will form the government on May 5.

“In that context, every Malaysian who has registered as voters, regardless of their education background, religion and race, and economic status, will have that one vote that would not only determine yours and the nation’s future, but also our children and their children,” he said.

Abu Bakar added the ruling government had shown good track records which were translated through its various programmes such as the 1Malaysia People’s Assistance, the RM100 aid for students, the RM200 book vouchers for higher learning institution undergraduates and 1Malaysia Clinic, which have benefitted the people in many ways.

“Sabah, for instance, has documented its flying colours successes in its ‘report card’,” he said.

On another development, the Federal Secretary also urged federal department heads in Sabah to carry out reviews every quarterly to avoid shortfalls by year-end.

He said each department is given Key Performance Index (KPI) to achieve to ensure that they provide the best services to the people.

“I was made to understand that each department should meet at least 30 per cent of the projected target. So since quarter of the year is gone, it is time for us to review our our progress, be it on the expenses, finances or the implementation of development programmes.

“The quarterly review is important to ensure that our delivery system is on the right track and meet the needs of our stakeholders and customers, because if we fail to deliver, the people will feel the effects,” he said.

He added that this year, they were entering the implementation of the third rolling plan for the 10th Malaysia Plan (10MP), adding that a total of RM6.582 billion was allocated to the state to carry out 443 developmentr projects. Of the figure, some RM2.981 billion had been spent.

For 2013 alone, as of April 15, a total of 516 million or 17.3 per cent, which exceeds the national rate of 16.96 per cent.
