D-G: Five core strategies to transform public service

PUTRAJAYA: The Public Service Department (PSD) is implementing five core strategies for successful transformation of public service into a high-performing, credible, dynamic and people-oriented sector.

Its director-general Tan Sri Mohamad Zabidi Zainal said the five thrusts were rejuvenation, re-engineering, institutionalisation, inclusiveness and common values, which could not only improve the PSD’s service delivery system but also its image in the public eye.

He said after successful implementation at PSD, transformation of the public service as suggested by Prime Minister Datuk Seri Najib Tun Razak would be extended to other government agencies by the year-end.

“This transformation begins at PSD. The prime minister has ordered that two main agencies, the PSD and Finance Ministry, do transformation.

“We need to adapt to the changing times and move in tandem with rapid technological development, otherwise, we will lag behind,” he said after the handing-out of the cross fertilisation programme placements to 20 participants, here, yesterday.

He regarded all the new changes taking place at PSD as a massive transformation exercise in boosting human resources, the organisation, delivery system, collective decision-making and patriotism.

Mohamad Zabidi said in transforming the public service sector, the ministries and departments should aso
be brave in making decisions and in taking appropriate action within their jurisdiction without waiting for the green light from PSD.

“The ministries have the power now, but they instead refer matters to us and ask us to make the decisions, for instance, on disciplinary action.

“Actually, the heads of department can take action but they don’t want to make the decision. If matters can be decided at the ministerial or departmental level, it should be done so. We at the PSD only make the policies,” he said.

On the cross fertilisation programme, he said the programme implemented since 2009 had benefited 69 officers and was one of the government’s efforts under the National Blue Ocean Strategy.

He said the programme was also aimed at improving the quality of public service by encouraging the sharing of knowledge, experience and expertise, and by creating multi-synergy networking between the public and private sectors. — Bernama
