4 per cent of projects abandoned, 22.2 per cent delayed

KUCHING: The Auditor-General (AG) report for 2012 has revealed that 59 or 26.2 per cent of the 225 projects valued at RM8.07 billion carried out by the State’s Public Works Department (PWD) and Land and Survey Department (LSD) were not completed within the stipulated period.

Out of the 59 projects which were behind schedule, nine or four per cent of the total projects were abandoned due to the lack of monitoring by PWD and LSD on works carried out by the consultants.

The report also noted that the database and repository system Registration of Contractors Information System (CoRIS) was incomplete and not updated and project implementation such as the preparation of design plan and tender documents by the consultant took more than the stipulated time.

The failures were attributed to lack of coordination among the implementing agency, consultant, contractor and utility providers.

The report also noted that protest by residents on land matters was not resolved at the early stage by the implementing agency and the consultant and the management of procurement for consultancy services was less than satisfactory.

The AG revealed that both PWD and LSD were the implementing agencies that engaged the highest number of consultants in the state.

Both departments had engaged 470 consultants to implement the 225 projects valued at RM 8.07 billion with the consultancy services cost amounting to RM447.04 mil.

Meanwhile, the AG also reported that as at Dec 2012, there were 164 consultants registered with the State Financial Secretary Office.

For the period of 2010 to 2012, 686 consultant services were used by 26 state government agencies. The actual total cost of the projects was RM8.96 billion and the cost of consultancy services for that period was RM529.68 million.
