PUTRAJAYA: The Education Ministry is planning to change the current format for the Primary School Achievement Test (UPSR) to 40 per cent school-based assessment and 60 per cent examination-based, similar to the Form Three Assessment (PT3).
Its minister Datuk Seri Mahdzir Khalid said, however, the ministry would hold a meeting with stakeholders in stages this year to obtain their views on the proposal.
“We were almost ready to implement this proposal but it was postponed. We can now try to resubmit the proposal and if accepted, it will be implemented,” he told reporters after delivering his New Year message for the ministry at the Putrajaya International Convention Centre (PICC) here yesterday.
Besides that, he said the Malaysian Education Blueprint (PPPM) second wave from 2016-2020 would determine the success of the country’s education system, not only academically but also in terms of psychometrics, co-curriculum and human development.
At the same time, he said that certain aspects in the teaching and learning process should also be emphasised in order to maintain harmony in the country’s education system.
In this regard, he said the two-way communication between the ministry and school leaders at all levels, state education departments and district education offices needed to be improved.
“The ministry is always ready to listen and accept any constructive suggestions. There is no need to wait for instructions or circulars from the ministry.
“The ministry and its high-level management are the ‘servants’ of schools. The ministry has been working very hard to ensure the success of the country’s education system,” he said. — Bernama
