Najib paid RM300,000 for analysis on contents in Chinese media — Witness

KUALA LUMPUR: The High Court here was told yesterday that former prime minister Datuk Seri Najib Tun Razak paid RM300,000 to a research company, Centre of Strategic Engagement Media Sdn Bhd (Cense), to analyse contents in the Chinese dailies.

Cense founder-cum-director, Rita Sim Sai Hoon, who is the 14th prosecution witness, said Najib used the service of her company for two months, in December 2015 and January 2016, for the purpose.

She said the company was given the job by politician Tan Sri Jamaluddin Jarjis (now deceased), while payment to the company was made through an Ambank account belonging to Najib.

During examination-in-chief by the prosecution, conducted by deputy public prosecutor Muhammad Saifuddin Hashim Musaimi, Rita said her company did surveys on public policy and monitored the contents of the Chinese dailies for the Prime Minister’s Office.

Your company did surveys and work for the Prime Minister’s Office (PMO)?

Rita: Yes. We did Chinese media monitoring services. We will look at six Chinese dailies and social media sites. We pick up points and issues that affect the Chinese community, summarise them and send them to the PMO media office. The six Chinese dailies are Sin Chew Daily, Nanyang Siang Pau, Oriental Daily, China Press, Quang Ming Daily and Kwong Wah Jit Poh.

Rita said her meeting with Jamaluddin was held at the Prime Minister’s Office (PMO), but she could not ascertain if the former Malaysian Ambassador to the United States held any post at PMO then.

Cross-examined by Najib’s lawyer, Tan Sri Muhammad Shafee Abdullah, if it was important for political parties, such as Barisan Nasional (BN) to know issues about the Chinese community to understand the discontent of the Chinese, she said : “yes”.

Muhammad Shafee: Rita, do you agree with me that it is important for any political party, like BN, to understand Chinese issues if they want to address Chinese dissatisfaction with the government? Rita: The Chinese community should be the concern of all political parties, not just BN.

The government of the day must derive policies (to address the needs) of the Chinese community as the community is part of Malaysia.

Muhammad Shafee: What are the issues? Rita: The Chinese community have a lot of issues with education and the Unified Examination Certificate.

(Then there is) the middle-income trap or urban poor involving the Chinese community.

Everyone thinks the Chinese are rich, but that is not true. Many earn below RM5,000. Then there is housing and so on.

Meanwhile, owner of Vital Spire Sdn Bhd, Datuk Onn Hafiz Ghazi, who is the 16th prosecution witness, told the court that he received payment of RM240,000 on Jan 30, 2015 from Najib to operate the news portal, malaysiandigest.com, which is now defunct.

He said the payment was made through a cheque which was signed by Najib and given to him when he met Najib at the Prime Minister’s Office in Putrajaya.

Vital Spire Sdn Bhd is a consultancy firm dealing with motivational and leadership programmes.

Muhammad Saifuddin: Can you tell what the website is about? Onn Hafiz: The website is a news portal, on daily local and international news, business, politics, entertainment and sports.

Muhammad Saifuddin: What is the purpose of the website? Onn Hafiz: To disseminate news to the masses.

Muhammad Saifuddin: The instruction to set up this portal came from who? Onn Hafiz: At that time, from Datuk Seri Najib himself.

However, when cross-examined by Muhammad Shafee, Onn Hafiz said he disagreed with the counsel that the payment of RM240,000 was for his core business (motivation and leadership) at Vital Spire.

Muhammad Shafee: What is the link between Vital Spire and Malaysian Digest? Onn Hafiz: Expenses made by Malaysian Digest was paid through Vital Spire.

Muhammad Shafee: Can I say that the owner of Malaysian Digest is Vital Spire?

Onn Hafiz: Yes Asked on the person responsible for the contents on the website, Onn Hafiz said the website was run by a team of 12 people.

He said the objective of the website was to provide balanced news to the public, including to counter false news, but it has been closed since July 2018.

Meanwhile, the 17th prosecution witness, Najib’s former political secretary, Datuk Wong Nai Chee said he received a cheque for RM238,914 in administration fee for the Facebook site Ah Jib Gor and a Chinese weekly on Feb 12, 2015.

“The cheque was paid to AD Network which was responsible for administering the former prime minister’s social site in Mandarin.

“Payments were also made to a Chinese media company, Akademi Kewartawanan & Informasi Taima (AKIT) for the publication of the Chinese newspaper, Chinese Weekly, for dissemination of acurate news to the society.

“The cheques were on the name of a Chinese community leader, Lim Soon Peng, who was entrusted to pay the two parties,” he added.

Wong, who was Najib’s political secretary from 2011 until May last year, said he met Lim when he was Najib’s political secretary.

“We used to meet to discuss issues on politics, social activities, religious and welfare activities of the Chinese community in the country.

“Apart from that, he was also the best platform to understand the needs of the local Chinese community,” he added.

Najib, 66, is facing three counts of criminal breach of trust, one charge of abusing his position and three counts of money laundering over SRC International Sdn Bhd funds amounting to RM42 million.

Yesterday was the seventh day of the trial and the hearing continues before judge Mohd Nazlan Mohd Ghazali today. — Bernama
