Asfia: Six bills to be tabled at coming DUN sitting

KUCHING: Six bills, three of which are new, will be tabled in the coming State Legislative Assembly (DUN) sitting from Nov 4 to 13.

The new Bills are Strata (Subsidiary Titles) Bill, 2019; Strata Management Bill, 2019; and Sarawak Heritage Bill, 2019.

The others are Supply (2020) Bill, 2019; Sarawak State Library (Amendment) Bill, 2019; and Natural Resources and Environment (Amendment) Bill, 2019.

This was announced by DUN Speaker Datuk Amar Mohd Asfia Awang Nassar at a press conference after Chief Minister Datuk Patinggi Abang Johari chaired the Pre-DUN meeting at the Parti Pesaka Bumiputera Bersatu (PBB) headquarters here today.

He said Abang Johari will table the Supply (2020) Bill, 2019 on Nov 4 followed by first and second reading on the same day and the third reading on Nov 13.

“Strata (Subsidiary Titles) Bill, 2019 will be tabled by Deputy Chief Minister, who is also Minister of Urban Development and Resources (II) and Minister of International Trade and Industry, Industrial Terminal and Entrepreneur Development. First and second reading is on Nov 4 and third reading will be on Nov 5.

“Natural Resources and Environment (Amendment) Bill, 2019 will be tabled by Datuk Amar Awang Tengah, who is also Minister of Urban Development and Resources (II) and Minister of International Trade and Industry, Industrial Terminal and Entrepreneur Development. First, second and third reading will be on Nov 4,” he said in the presence of DUN Deputy Speaker Dato Gerawat Gala and Secretary Pele Peter Tinggom.

Asfia said Strata Management Bill, 2019 will be tabled by Local Government and Housing Minister Dato Sri Dr Sim Kui Hian. First reading is on Nov4, second and third reading will be on Nov 5.

Minister in the Chief Minister’s Department (Integrity and Ombudsman) Datuk Talib Zulpilip will table the Sarawak State Library (Amendment) Bill, 2019, said the DUN Speaker.

The first reading is to take place on Nov 4 followed by second and third reading on Nov 5.

Tourism, Arts and Culture Minister Datuk Abdul Karim Rahman Hamzah is to table Sarawak Heritage Bill, 2019 for the first time on Nov 4 followed by second and third reading on Nov 5.

Asfia said the DUN Secretariat had, as of 6pm on Oct 23, received a total of 372 questions from 48 members of the august House, for both oral and written replies.

According to him, one question submitted by Ba Kelalan assemblyman Baru Bian has been rejected due to technical grounds.

Asfia said no motion had been received as at the press conference.

“There has been no motion on MA63 (Malaysia Agreement 1962), so far. I don’t know about 5pm today. (But) No, I don’t expect,” he said, adding that the deadline to submit questions was 5pm today.

Responding to a question, Asfia said none of the august House members had applied for leave of absence.

Asked whether the sitting on Nov 4 and Nov 5 would be crowded given the tabling of those Bills, he said only Strata (Subsidiary Titles) Bill, 2019; Strata Management Bill, 2019; and Sarawak Heritage Bill, 2019 are new while Strata (Subsidiary Titles) Bill, 2019 and Strata Management Bill, 2019 are interwoven.

“This is not as bad as the Parliament sitting in Kuala Lumpur, when their sitting lasted until 5am,” added Asfia.
