KUALA LUMPUR: The public are advised to stay at home at all times during the movement control order period from today until March 31, 2020, except for essential needs.

The National Security Council (MKN), in a statement, said that the public are also reminded to practise social distancing to avoid COVID-19 infection.

“The Movement Control Order has been in force from midnight, March 18, 2020. Hence, all members of the public are required to obey the rules set by the authorities,” it said.

Last Monday, Prime Minister Tan Sri Muhyiddin Yassin announced the nationwide order to curb the spread of COVID-19.

The statement said, following the announcement, the MKN and the Prime Minister’s Office had taken several follow-up actions and an inter-agency coordination meeting had also been held yesterday to finetune and ensure smooth running of the order’s implementation process.

“To ensure that public necessities are not affected throughout the order period, certain essential and non-essential services are allowed to continue their operations.

“To implement the Movement Control Order, the Prevention and Control of Infectious Diseases (Measures within the local Infected Areas) Regulations 2020 has also been gazetted today,” the statement said.

Royal Malaysia Police and RELA personnel have also been appointed as authorised officers under Section 3 of the Infectious Disease Prevention and Control Act (Act 342).

The regulations must be adhered to in a bid to increase the effectiveness of the Movement Control Order.

Following are the essential services that are allowed to operate during the Movement Control Order period:

1. Banking, financial and exchange services

  • ATM services (operational)

  • General management/others (minimal operations/ work from home)
  • Counter services (minimal operations)
  • Stock Exchange (operational)

2. Electricity and energy services

3. Fire and rescue services

  • Fire and rescue operations (operational)
  • Operations room (operational)
  • General administration/ others (minimal operations/ work from home)

  • In-progress construction that affects safety (allowed, subject to evaluation by the Public Works Department of Occupational Safety and Health (DOSH)

3. Religious

  • Religious gatherings (prohibited)
  • Funeral management (allowed with minimum involvement)

4. Sports and public recreation (not allowed/ closed)

5. Social and cultural 

  • Assemblies/ performances/ concerts/ busking/ zumba/ night clubs/ discos/ bars/ karaoke/ cinemas/ family entertainment centres/ fun fairs/ arcades (prohibited and closed)
  • Celebrations/ feasts (not allowed)

6. Domestic movements (not allowed except for essential needs and health services)

7. Travelling abroad

  • Malaysian Citizens (not allowed)
  • Non-citizens (allowed)
  • Citizens returning home (allowed with health screening and 14-day quarantine)

8. Entry of foreigners (not allowed – except those with diplomatic status, permanent residents and expatriates involved in essential services and must be quarantined for 14 days, based on a case by case basis).
