Publication of licence, permit guidelines by October 2020 — MPC

KUALA LUMPUR: The Special Cabinet Committee on Anti-Corruption (JKKMAR) has instructed all ministries and government agencies responsible for issuing licences and permits to publish and make their guidelines available online for public information, according to Malaysia Productivity Corporation (MPC).

MPC said publication of the guidelines at the federal government level is expected to be completed by October 2020, and next year for the states.

In a statement yesterday, it said the decision was made during the JKKMAR meeting chaired by Prime Minister Tan Sri Muhyiddin Yassin on June 25.

The committee has also mandated MPC, as secretariat for the Special Task Force to Facilitate Business (PEMUDAH), to assist in ensuring the comprehensive implementation of the initiative at the federal and state government levels.

A media statement from the Prime Minister’s Office also stated that the JKKMAR Meeting Series 2 agreed with the decision and the necessity to increase the effectiveness and transparency of public procurement to avoid leakage of public funds and focus on economic issues, especially the cost of living.

To this end, MPC said it has commenced the implementation of the guideline mandate and working closely with JKKMAR, the federal and state governments, as well as the local authorities.

“The guidelines encompass all regulatory instruments including the issuance of licences and permits, registration, notifications, and inspections.

“At the initial stage of implementation, MPC has identified licensing instruments as well as relevant ministries and government agencies responsible for issuing licences and permits,” it said.

MPC, a statutory body under the Ministry of International Trade and Industry, is currently distributing the guideline template to the relevant ministries and government agencies.

MPC director-general Datuk Abdul Latif Abu Seman said the agency will cooperate with all related parties to realise the mandate.

“This is in line with the strategic thrusts and national level initiatives in the Malaysia Productivity Blueprint in building a robust ecosystem to enhance effectiveness, adaptability, and accountability in the governance systems in order to support businesses to increase productivity.

“It is also one of MPC’s affirmative actions in supporting the government’s efforts to realise the implementation of the National Anti-Corruption Plan 2019-2023 to improve the economy and well-being of the people,” he added. — Bernama
