SOP for Sabah economic sectors

KOTA KINABALU: The State Government on Monday released the standard operating procedures (SOP) for economic sectors during the extended Movement Control Order (MCO) from June 15 to 28.

Local Government and Housing Minister Datuk Seri Panglima Masidi Manjun said hotels and accommodations were allowed to open but not for tourism purposes.

He said only room service would be allowed in hotels, whereas facilities such as gymnasium, swimming pool, restaurants and seminar rooms would be closed.

All tourism activities, bubble travel and tourist destinations would not be allowed to operate during this time.

Masidi, who is Sabah’s official Covid-19 spokesperson, added public and daily markets would be allowed to operate from 6am to 3pm; and wholesale markets from 12.01am to 6am with 60 per cent capacity of workers.

“Weekend markets, farmers’ markets, tamu and night markets are not allowed to operate.”

Meanwhile, he said businesses that were allowed to operate under trade, retail and distribution sectors were supermarkets, hypermalls and departmental stores with food and beverage (F&B) and essential goods sections, pharmacies and clinics, personal care and convenience stores, hardware shops, electric and electronic stores, sundry shops and mini marts, coffee shops and restaurants for takeaway and home delivery only, laundromat (including self-service), pet shops, optical shops, vehicle workshops, service centres and spare part outlets, e-commerce, wholesale and distribution of essential goods and services, stationery shops and bookstores, car sale and distribution centres, car wash centres, mobile phone sale and repair shops and shops selling prayer and funeral products.

The aforementioned business premises are allowed to open from 7am to 7pm with 60 per cent of employees.

Masidi said the operating hours for businesses premises in shopping malls that were allowed to open would be from 9am to 7pm with 60 per cent of workers.

On the other hand, he said restaurants, including those in hotels, cafes, coffee shops, food trucks, street hawkers, mobile hawkers, food courts, hawker centres and roadside food stalls or kiosks could open from 7am to 7pm with 60 per cent capacity of workers.

“Dine-in is not allowed. All purchases are limited to drive-thru, take away or delivery only.”

He continued to say that petrol stations were allowed to open from 6am to 8pm with 60 per cent of workers.

For banks, Masidi said the financial institutions were allowed to operate from 8.30am to 5.30pm, but customers could only enter the premises from 9.30am to 3pm, whereas self-service terminals could open from 7am to 7pm.

As for sports and recreation, Masidi said only jogging and individual exercise without physical contact were allowed in the neighbourhood from 6am to 7pm.

He said high performance sports, including central training programmes implemented by the National Sports Council, Sukma and Para Sukma programmes under Sabah State Sports Council, quarantine-based approach for high performance sports, aquatic (diving), karate, sepak takraw and hockey, would be allowed from 6am to 7pm in accordance with SOP.

On the other hand, he said factories and their relevant services were allowed to operate from 7am to 7pm with no more than 60 per cent of their existing manpower.

The manufacturing sectors allowed to operate were aerospace, automotive, food and beverage, packaging and printing, household and personal care products, healthcare and medical, personal protective equipment (PPE) and fire safety tools, medical components, electrical and electronic, oil and gas, petrochemical and its products, chemical products, machines and tools, ceramic for producing gloves, iron and steel, textile, fuel and lubricants and furniture.

On another note, Masidi said transportation lorries would be allowed to enter Labuan from 5am to 11pm.

The Menumbok ferry terminal, roro ferry service for both passengers and vehicles and scheduled passenger boat for the Menumbok-Labuan route would be allowed to operate from 6am to 6pm.
